Governance

Governance figures prominently in the list of “enablers” or “accelerators” for achievement of Sustainable Development Goals. “Promote peaceful and inclusive societies for sustainable development,” mentions Goal 16 adding also “provide access to justice for all and build effective, accountable and inclusive institutions at all levels.”

The need for governance to achieve Sustainable Development Goals (SDGs) is something that is felt in every step of the pursuit towards all 17 targets in Nepal. The government is committed to achieve the goals by 2030 and the ongoing plans and projects of the country reflect the same. The country also focuses on good governance and is effortful in practicing it.

Governance, as scholars believe and practitioners have found out, is essential, among others, specifically for three activities: mobilizing stakeholders, initiating process and building institutions for realizing SDGs. The instrumental value that governance possesses in creating enabling environment for each of them deserves proper recognition and appropriate application. Kalpa, as a profit-not-sharing, is determined to contribute to the broad national effort of pursuing SDGs through various schemes appropriate to the context of Nepal.

Its programmes are designed to address issues related to the famous eight ingredients of governance: participation, rule of law, transparency, responsiveness, accountability, equity/inclusiveness, consensus orientation and effectiveness/efficiency. The programmes designed by Kalpa also stress facilitating the process of inter-relations, cooperation and tradeoffs among sectors and institutions dedicated to specific goals.

Realizing the need for understanding the real local situation and applying appropriate measures to achieve specific goals, Kalpa programmes contribute to capacity-building of local bodies in various sectors such as changing behavior, policies, promoting civic education, boosting public participation and seeking solutions to cope with problems. Kalpa, while undertaking governance-schemes, specifically emphasizes building integrity-culture and evolving a practice of sustainability in daily life of the public and professionals.

Policy coherence is another area to which Kalpa schemes contribute significantly. The same is the need of the hour in Nepal’s current practice of three levels of government – federal, provincial and local. Bringing about unity of purpose in three processes – decision making, implementing and monitoring- is another activity in which Kalpa gets engaged with institutions having responsibility for governance and delivery of public services with special provision for marginalized vulnerable groups.
